Stray animals vs human, really?

In the past week there was a man named, Andy Barr, who wrote an article that compared poor people to 'stray animals.' The person that made this comparison was South Carolina Lt. Gov. Andre Bauer. This stirred up some conversation in my classes, when we talked about his article. Though the entire article I only agree with one point that he made, which was that if the person receiving government help and fails a drug test they would no longer receive help. Just because of that one statement doesn't mean that I agree with the rest of his article. It mentions that the reason that you don't feed stray animals because they will breed. This was absurd to hear. This implies that we should not help ‘poor people’ because they will breed and have more poor people. He does not take into consideration of the situations that have taken place for those people to be poor. Especially, now in days with the recession many people have lost their jobs, and consequently their means of income. If they have not lost their job the price of living has gone up extraordinarily and pay has stayed the same. Yes, one could say to cut back on spending but, what if they barely lived paycheck to paycheck? How does someone cut back then?
